Cities and Climate Governance: Global Perspectives
New School for Social Research: Public and Urban Policy
CRN: 18103
Credits: 3
Climate action at the city level takes many forms, from sustainable transportation improvements, to energy efficiency retrofitting for buildings, to emission taxation schemes, to waterfront restoration projects, or the development of circular economies. Behind these interventions and policy decisions is a set of arrangements and public and private sector collaborations that constitute de facto governance structures shaped by dynamic and asymmetric power relations between local and global actors with diverse agendas. In this course we will analyze the processes through which climate governance is envisioned, designed, and executed in cities across the globe and reflect on its effects on urban democracy, inequality, and livability. We will take governance as an assemblage and zoom in on the politics, practices, forms of knowledge and expertise, and material infrastructures that coalesce in this field of practice. We will draw from iconic and contemporary case studies from the Global North and Global South, and apply analytical lenses from multiple disciplines, including urban planning, sociology, anthropology, urban geography, and critical development studies. As we explore this field, we will engage with concepts and debates, such as multi-level governance, post-politics, policy mobilities, just transitions, among others. This is course will be of relevance to students interested in public policy, urban planning, environmental studies, global affairs, and the larger field of climate politics.
